Haas The Capital Tunes When the question is how many additional dollars Dane County would get under proposed shared revenue changes in the state budget bill, the answer is confusion, i Dane County Executive Rick Phelps thinks the county would net roughly $3 million more in state aids each year under proposed shared revenue changes.

He already is talking about using $1 million to help fund the proposed Frank Lloyd Wright convention center in Madison. Gov. Tommy Thompson says he doesnt know where Phelps gets his numbers. But the governor thinks the county might actually get a slight cut under the changes. And he says he is being urged by the Wisconsin Counties Association to veto the plan.

The state Department of Revenue isnt sure, but believes the county may fare about the same under the change. And the non-partisan Legislative Fiscal Bureau says Phelps $3 million is speculative but realistic. The bottom line: No one knows the true figure because calculations are still under way. Thompson said late Thursday state Revenue Secretary Mark Bugher performed calculations and found at first blush that Dane County would not get an increase in shared revenue. Dane County is going to get a reduction, Thompson said, adding he didnt have the exact numbers because Bugher took a week off.

John Rader, of the Revenue Department, said today staffers couldnt find Bughers numbers but believe the county would do roughly the same under the proposed changes if the governor signs them into law. Enter state fiscal analyst Rick Olin, a numbers man at the Legislative Fiscal Bureau, which provides the Assembly and Senate with analysis on how proposed programs may work and how ongoing programs do work. Olin said today he did some calculations for Phelps.
