WASHINGTON (AP) Procrastinators, beware! Do not let the distractions of spring obscure this painful reality: The IRS is waiting on you. But the tax shut-ins over the weekend should find some solace in the fact that many, many other Americans are in the same fix. Although the bureau received 67.9 million returns from early birds through April 7, it expects an additional 36 million returns by the end of next week. The IRS also expects at least 5 million requests for filing extensions. This years filing deadline is two days later than most years, on Monday, because the usual April 15 deadline falls on a Saturday.

You can grant yourself an additional reprieve by requesting an automatic extension, until Aug. 15, using Form 4868. But that wont relieve you of responsibility for paying your taxes on time. Make your best estimate of how much you owe and include a check. If you cant pay all you owe, send as much as you can.

Youll still get the extension. And the IRS will bill you for the balance, plus interest and any penalty due. That amounts to about 16 percent at an annual rate so it may be cheaper to get a loan and pay on time. You can ask to pay in installments on Form 9465. The IRS will let you know within 30 days.

Freeman wrote that he set up the fund because the president of the United States receives such a miserable pittance for a man holding the greatest position on earth. Nonetheless, Hillary Clinton plans to donate the money to charity. Overall, the Clintons reported $30,000 in charitable contributions during 1994, but declined to publicly itemize their donations. McCuny said the Clintons contributed to 28 organizations, with most of the money going to their churches. The Clintons filed a separate return for their 15-year-old daughter, Chelsea.

WASHINGTON (AP) Finishing up his taxes just before Mondays deadline, President Clinton is in line for a handsome refund from Uncle Sam. The bottom line for the Clintons: taxes of $55,313 on income of $263,900, with a refund of $14,418 half of which theyre applying to next years bill. Joining the 36 million Americans who were expected to file in the home stretch of the tax season, the Clintons wrapped up final details of their return in a meeting with their accountant and tax attorney Thursday night. The presidents tax bite works out to 21 percent of adjusted gross income, placing Clinton among the 1 .2 percent of Americans paying more because of the deficit-reduction law he pushed through in 1993. The president isnt complaining.

In fact, his press secretary used the release of Clintons tax returns Friday to denounce anew Republican tax-cut proposals that the Democrats argue would unfairly benefit the wealthy. Its clear from their returns that they would be enormous beneficiaries of tax cuts as proposed by the Republican majority in Congress and the president thinks that thats unfair and that tax relief ought to be targeted on middle-income Americans, Mike McCuny said. when she and her husband moved to La Jolla to be near their daughter in San Diego. Welch, John Jack E. WAUPACA John Jack E. Welch, age 68, died on Thursday, April 13, 1995 at his home. He was bom on March 1, 1927 in Madison, Wisconsin, the son of the late John Rodney and Mary Catherine (Kelly) Welch.

He attended St. Patricks Parochial School and Madison East High School. He enlisted in the Navy in February, 1945, being honorably discharged in July, 1946. He then attended Madison Business College and after graduation began a 41-year career in state service, working as Business Manager at Men-dota State Hospital, the Wisconsin School for Girls at Oregon, Wisconsin, the Diagnostic Center in Madison and the Wisconsin Veterans Home at King, Wisconsin. He retired in 1989.

He married Kathleen M. Marsh of Madison on November 11, 1950. He belonged to the 4th degree, Knights of Columbus, the American Legion and the V.F.W. In October of 1989 he was appointed Hospital Representative for the American Legion, Department of Wisconsin, at the Wisconsin Veterans Home at King. He also served as Assistant Scout Master for St.

Patricks Troop 148 in Madison and for Troop 46 at King. Survivors include his wife, Kathleen; a daughter, Mrs. Bill (Mary) Ferreter of Kansas City; two sons, Robert Welch of Waupaca and James (Kathy Fuehrer) Welch of Rosemount, Minnesota; and six grandchildren, Elizabeth, Rachael, Sarah, James and Jennifer Ferreter and Benjamin Welch. Mendow of Minneapolis, Minnesota on May 20, 1920. Survivors include her husband, Hiram Z. Mendow; a daughter, Abigail (Josiah) Sand of San Diego, California: a sister, Clara Sinaiko Smith of Madison, Wisconsin; and many cousins and devoted friends. She was preceded in death by her parents; a sister, Susan Sinaiko; and a brother Jacob Jay Sinaiko. She had lived in Minneapolis for all of her married life, until a few months ago, VERONA of Verona died on Thursday, April 13.

Christensen, Bill (William Theodore Hans) MADISON Bill (William T. Hans) Christensen, age 73, died April 13, 1995 at Meriter Park Hospital following a brief illness.

He was bom Au-ust 18, 1921 and was a life long resi-ent of Madison. Bill graduated from Madison West High School in 1939, attended the University of Wisconsin -Madison, and began a career in the food industry at Oscar-Mayer Company as a quality control officer. In 1943, he furthered his career as a spicespecialty meats consultant with the Foran Spice Company, Oak Creek, Wisconsin, and retired in 1987. He was affectionately known as Dr. Pepper to his friends.

He married Caryl G. Johnson on November 28, 1970 at the Kingdom Hall of Jehovahs Witnesses and served the congregation continuously as a Bible teacher and ordained minister from 1954, and an Elder from 1974. He also worked as a volunteer at the Watchtower Farm of Jehovahs Witnesses Meat Processing Plant, Wallkiil, New York. Bill was aP ways ready to help anyone in need and loved animals, contributing to the Dane County Humane Society and other philanthropic activities. Bill is survived by his wife, Caryl of Madison: sons, James of Haleiwa, Hawaii and Kenneth of Cambridge, Wisconsin: a brother, Paul of Downey, California: a sister.
