N.J. 1st National Bank As part of its long-range development and construction program, the First National Bank has purchased the building housing Richman Brothers Clothing store at 17 S.

Pinckney in the same block, but not adjoining the bank at 1 S. Pinckney St. The Richman building will be used by First National for some of its departments and for storage during the construction program, for which a starting date has not yet been determined. Eventually the bank plans on razing the Washington Building. which it owns, behind the bank on E.

Washington and the city's No. 1 Fire Station. 18 S. Webster Street, which the bank also owns. Insurance Post A former Madisonian, Austin J. Boyle, has been promoted to resident manager of the Prudential Insurance Company's Milwaukee Production Office. A 1951 University of Wisconsin graduate. Boyle joined Prudential in 1954 and served in the Madison Mortgage A. J.

Boyle Loan Office from 1957 to 1964. Since then he has been senior investment analyst and assistant production manager at the firm's North Central home office at Minneapolis. Boyle and his wife. Joanne, and six children. will live in Thiensville.

Securities Report State Securities Com mi issioner Thomas E. Nelson has told licensed securities dealers of supervisory procedures which his office will expect as standards in the future. Irvin Feld, president and chief executive officer of The Greatest Show on Earth, says that at the mid-point of its annual tour, box office and attendance figures are 38 per cent ahead of any previous Ringling season.

"If business continues in this spectacular fashion." says Feld, "the 1968 season will be by far, the largestgrossing, best-attended year in the 98 seasons of Ringling Brothers and Barnum and Bailey history." (And last year set a previous record.) This is Ringling's first tour under new ownership. The Greatest Show on Earth was purchased last November by Irvin and Israel Feld and Judge Roy M. Hofheinz. And for 1969 the new owners plan two separate units, both as large and spectacular as the present circus. Feld says that with a second circus the Big Show will be seen by mil- counts are opened; make periodic reviews of customer accounts involving a pattern of trading which is excessive in relation to the size of the account or securities which are not on the firm's recommended list or not regularly dealt in by the firm; and require written confirmation from the customers in appropriate cases that the transactions in their accounts were either unsolicited or were in accord with their investment objectives.

Nelson set forth these procedures as the result of investigation involving a series of transactions during 1966 and 1967 effected through the Milwaukee office of Paine, Webber, Jackson and Curtis. Only the accounts of one of its customers handled by one of its licensed agents was involved. Nelson says the transactions included a series of in-and-out trades primarily in low-priced speculative securities, most of which were not in the firm's list of recommended securities. Substantial losses were sustained by the customer, Nelson says. Subsequently, says the agent, without knowledge of the dealer, entered into: an "objectionable transaction to borrow funds from the customer and share profits with The customer complained to the commissioner.

Confronted with results of the investigation, Nelson says, Paine. Webber, Jackson and Curtis agreed to strengthen its supervisor procedures and the agent agreed not to engage further in the securities business. Hinsman Named Festival Director Keith A. Hinsman has been named executive director of the 1968 Middleton "Good Neighbor Festival." general chairman Douglas Randall has announced. Zastrow received a B.S. degree in psychology (1964) and an M.S. degree in social work (1966) from the University of Wisconsin. He is currently enrolled in a doctoral program in social welfare.
