DIGEST Lawmakers release prison plan MADISON A legislative committee released a package of bills Wednesday designed to control runaway costs and overcrowding in Wisconsin's prisons, but its prospects look bleak as the state struggles with a fiscal crisis. The plan calls for the state Department of Corrections to develop treatment programs as an alternative for those who have their community supervision revoked. It also would cap the length of community supervision for those who serve prison time for lesser crimes. Inmates who have their supervision revoked automatically would get six months back in prison and defendants who agree to the treatment options could shave time off their sentences. The plan could cost at least $30 million.

Man charged for 'warning shot' MADISON A Madison man was charged Wednesday with drunkenly firing a shot at a home Monday on the city's East Side, which he allegedly told police was "just a warning shot." When police later found Horst P. She said he slowly put the gun back into his waistband, the complaint states. Two residents of the home told police they had been drinking beer with O'Brien at his home earlier that day when he suddenly hit one of them.

They walked home after that, the complaint states. After the shooting, O'Brien was stopped in a car on Third Street. Sticking out of his pants pocket was a loaded long rifle revolver, according to the complaint.
