By Julijana Mojsilovic Associated Press PODGORICA, Yugoslavia Gunfire is already a fact of life in Montenegro, and many residents fear divisions over the republic's alliance with Serbia could soon lead to civil war. General elections scheduled for Sunday will highlight the historic division between Montenegrin "whites" who basically see themselves as Serbs and support ties with Slobodan Milosevic's Serbia and independence-minded "greens." Most people in this southern mountainous republic believe whatever the results of the election, fighting is inevitable. "We know each other, and we cannot imagine (even) sharing a table with someone of the opposing political view," said a bartender in the downtown Torzo Cafe who refused to identify himself. Graffiti on the walls of the cafe, a meeting place for those who want Montenegro and Serbia to split, declares: "This is not Serbia." A point of view that appears to have gained support as the cost of the alliance has mounted.

Montenegro now finds itself a pariah-state by virtue of association with Milosevic, the Serbian leader who is viewed by most of the world as instigating the Yugoslav conflict that has already claimed at least 17,000 lives. The republic's government has consistently proven more willing than Serbia's to compromise with Croatia and Bosnia, rival former of Richland Center; two sons, Dennis (Bev) Kropp of Neshkoro, and David (Nancy) Kropp of Richland Center; a daughter, Debrah (Lyle) Nelson of Oshkosh; a sister-in-law, Paula (John) Burns of Neshkoro; a fosterchlld, Sue Bentzler of Richland Center; and eight grandchildren, Chad and Jody Kropp, Amanda and Daniel Nelson, Albert, Kralg, David Jr. and Hillary Kropp. He was preceded in death by his parents; and a brother, Dennis. Last month in federal parliament, Montenegrin deputies prevented Serbian nationalists from ousting federal Premier Milan Panic, a moderate who has sought to end the war. But the ruling Social Democratic Party continues to support the alliance in principle and tolerate the presence of armed Milosevic supporters. Srdjan Stankovic, an independent intellectual and a math lecturer at Podgorica University, said supporters of the Liberal Party and other anti-Milosevic groups thus faced no choice but to arm themselves, too. "It's no secret that main Montenegrin parties have armed some of their members," he said. "Everybody knows that the Social Democrats have armed people (and) the others are following suit." The Liberal Union's newspaper charged that Milosevic "the author of chaos and darkness" is actively seeking to extend the war to Montenegro.

Recent opinion polls in Montenegro show the Social Democrats, with more support than any other party but short of a majority. President Momir Bulatovic, a Social Democrat, is considered cer tain to win because the fractured opposition has not united behind one candidate. But if the opposition parties win a combined majority in the 150-seat parliament, "they have promised to unite and form the government," Stankovic said. than 1,500 Hindu activists and froze their bank accounts. The government earlier outlawed two Muslim fundamentalist groups known to have incited community passions in the past.

The crisis has been the most serious for Rao's lVa -year-old government. As violence eased, a revolt within his governing Congress Party also appeared to recede. The Sangh, with the help of its political wing, the Bharatiya Janata Party, has converted a fringe philosophy of Hindu nationalism into a powerful force in India during the last three years. India is home to 700 million Hindus and 100 million Muslims. The weeklong riots, which left more than 1,200 people dead and 5,000 wounded, began when thousands of Hindu zealots razed a 16th-century mosque on Dec. 6. It was India's worst violence since independence in 1947. On Monday, strict curfews were lifted in most of the 135 cities and towns where people had battled with gasoline bombs, daggers, bricks and guns. Only one death was reported Monday a stabbing in the southern state of Karnataka.

Prime Minister P.V. Narasimha Rao blamed the riots on three Hindu radical groups. He banned them in an effort to stem criticism that he had done little to save the mosque in Ayodhya, 310 miles east of New Delhi. The news agency Press Trust of India said a crackdown on the outlawed groups that started Sunday was extended to more states on Monday. Officials arrested more son Iff, i.
