U.S. Restrictions Help Red Forces, LeMay Charges WASHINGTON (UPI Refired Gen. Curtis E. LeMay said Monday that Communist forces were taking advantage of American bombing limitations to pour war supplies into South Vietnam al an unprecedented rate. The former Air Force chief of staif.

now running as George Wallace's vice-presidential candidate. said he found no evidence during his four-day trip tel Vietnam that the Communists had been beaten and little to support hopes for successful peace negotiations at Paris. The current lull in the fighting in Vie nant is not a peace gesture from Hanoi but results from Communist forces having been "cut to pieces" by Allied military power. LeMay told a news conference called to report 011 his trip to the war zone. The Communists have withdrawn into sanctuaries to lick their wounds, LeMay said, but are preparing for more largescale attacks and are being aided by orders limiting the bombing of North Vietnam to areas south of the 19th Paral'el.

He pictured the American fighting man as frustrated by the costly limitations imposed on hint both the bombing limitations and rules which prohibit pursuit across internatinal borders. "After beating the enemy. they cannot pursue and completely destroy him because of these sanctuaries," LeMay said.
