Atomic spread pact N.Y.Times News Service WASHINGTON The State Dept. made public Wednesday the terms of al atomic 15-nation energy agreement technology on the which export is de- of signed to curb the spread of nuclear weapons. The agreement, which is contained in three documents the administration is sending to the International Atomic Energy Agency in Vienna, is the culmination of a three-year effort by nuclear exporting countries to hammer out a consensus on the sale of technology that might be used to fashion nuclear weapons. The code agreed to by the so-called Suppliers Group of exporting nations would allow them to continue to sell nuclear reactors and other equipment to produce electric power, but it lays Exclusive report down an extensive program of international safeguards to insure they are not used for military purposes. Joseph Nye, the State special assistant on nuclear trade, called agreement a "major achievement" and said that it represented a firm commitment by major nuclear suppliers to meet world energy requirements while at the same time avoiding the risks of nuclesr proliferation.

Nye also said that by making the agreement public, the 15 countries have demonstrated to the less-developed countries that the Supplier Group is not a "secret cartel" attempting to raise the price of nuclear fuel and Death notices Today's death notice index Booth, Hazel A. The former revealed equipment. Besides the U.S., the countries subscribing to the code include the Soviet Union and three of its Eastern European allies; Britain, France, West Germany, Canada, a and Japan; and five other Western European nations.

The agreement reached in bilateral talks following a secret meeting of the 15 nations in London in September, is a the product of a complex and often difficult series of divisions among the nuclear suppliers which began in mid1975. The U.S., the Soviet Union and Britain have been the strongest supporters of a restrictive approach to nuclear exports. France and West Germany have been openly skeptical of the undertaking, in fear that the guidelines would hamper their efforts to sell energy technology. The code consists of 16 detailed provisions for the transfer of nuclear fuel and technology which the suppliers agree will be followed i in making future deals. According to officials, one of the most important is a provision that says: "Suppliers should exercise restraint in the transfer of sensitive facilities, technology and weapons-usable materials." Officials said that by referring to "sensitive facilities," this provision bans the sale of nuclear reprocessing equipment which can be used to produce plutonium for nuclear weapons from reactor wastes.

West Germany While these deals will not be: affeced by the new agreement, officials said that the code ruled out future reprocessing deals. 119 Bids Wanted INVITATION TO BID STATE BUREAU OF FACILITIES MANAGEMENT PHASE VIII MAIN STREET IMPROVEMENTS WISCONSIN STATE FAIR PARK WEST ALLIS, WISCONSIN Bureau Project No. 7705-01 Bid Opening: 2:00 P.M., February 16, 1978 Sealed bids for the above project will be received for and in behalf of The Wisconsin State Fair Park Board by the Bureau at Room 180, State Office Building, 1 West Wilson Street, Madison, Wisconsin 53702, before the time and date indicated above, at which time they will be opened publicly and read aloud.
