Kevin Dooley will Concern raised after school-choice ruling Associated Press Religious schools will find few strings attached when they use taxpayer money to educate poor Milwaukee children, and some education officials said Thursday that they are worried about a lack of accountability. Public schools in Wisconsin are subject to scores of regulations concerning their curriculum, while religious schools will have few rules to follow under a state Supreme Court ruling allowing them to get public funds, said Brad gives money to poor Milwaukee parents to pay their children's private-school tuition. Friends may call on Sunday, June 14, 1998 from 5:00 p.m. until 8:00 p.m. at the PFLANZ MANTEY MENDRALA FUNERAL HOME in Portage, and at the church on Monday from 10:00 a.m. until the time of services at 11:00 a.m. Janice was born on February 27, 1947 in Mauston, Wisconsin, the daughter of Curtis and Alice (Grote) Clawson.

She married Dana Rhutasel on January 21, 1967, in Mauston. Janice was employed at City BankFirstar Bank of Portage for 13 years. She was a member of Saint John's Lutheran Church where she was a kindergarten Teacher's Aide and a member of Saint John's Bible classes. She will be greatly missed by survivors, who include ner husband, Dana, Portage; her daughters, Lori Rhutasel, Madison, and Amy Rhutasel, Port-aee: her mother. Alice Clawson.

Mary's Grade School, Platteville High School and the University of Wisconsin Platteville. Bob was a veteran of the US Navy, having served during the Vietnam conflict. On December 21, 1967, he was united in marriage to Maria Hummel. They made their home in Platteville. Bob was employed by John Deere at Dubuque, Iowa from 1973 until 1983.

Most recently, he was employed by the University of Wisconsin Platteville and the City of Platteville Park and Recreation Department. Bob was a member and Past Commander of the American Legion Post 42 of Platteville. He will be remembered for his many years of volunteer work with the Platteville Youth Soccer and Baseball programs. He enjoyed collecting antiques. Bob was preceded in death by his father and beloved sister, Linda.

In lieu of Fass, Joseph W. PLANT CITY, FLORIDA Joseph W. Fass, passed away on Saturday, February 14, 1998. Survivors in- elude his wife, Isabelle; children, Tom (Phyllis), Susan (Chuck) Nel- son, Jim (Pam), Nancy (Tom) Wil-luer, Tim ana John; as well as six grandchildren and two greatgrandchildren. Foster, Marvin B. LANCASTER Marvin B. Foster, age 85, of Lancaster died on Tuesday, June 9, 1998 at his home. He was born on September 26, 1912 at Lancaster, the son of Harvey B. and Norma B.

(Mink) Foster. On April 20, 1936 Marvin was united in marriage to Ruth Cull at Mt. Carroll, Illinois. He was a photographer and an electronics engineer and ownedoperated Foster Electronics in Lancaster for many years. He designed safety devices and serviced sound systems in many area schools.

Surviving are his wife, Ruth of Lancaster; three children, Joan (Ray) Schlueter of Dubuque, Iowa, Janet (Jim) Haslow of Tu-larosa, New Mexico and Robert (Michelle) Foster of Phoenix, Arizona; fourteen grandchildren, 35 great-grandchildren; and a sister, Dorothy (Steve) Matteson of Chico, California. In addition to his parents, he was preceded in death also by a daughter, Marcia Colson; and a brother, Donald. A memorial service will be held at 2:00 p.m. on Saturday afternoon, June 13, 1998 at the METCALFE-KUENSTER-PAGE FUNERAL HOME in Lancaster with Elder Gene Beighle officiating. Frank, Phillip D.

Court tosses pot conviction because police had no warrant structor. His interests and hobbies were numerous. He loved dogs and motorcycles. He was an avid gun collector belonging to Great Lake Collectors and Wisconsin Collectors. He was talented in music playing the piano and the small tuba.

He had nis pilot's license and owned his own airplane. He dabbled in short-wave radio. He was also very proud of his 1966 Ponitac Bonniville Convertible, that he kept in prime condition. In his spare time, he repaired watches. He was also a Masonic lodge member.

He is survived by, a daughter; Barbara (Jim) Lemmon of Milwaukee, Wisconsin; three sisters, May (Richard) Powell of Waukesha, Wisconsin, Margarette Patchin of Wyocena, Wisconsin, and Lorraine (Lewis) Severson of Columbus, Wisconsin; a sister-in-law, Marcine Barr of Brandon, Florida; six grandchildren, Andrew, Mary, Al, William Maria, and David; five step-grandchildren, Jeff, Sherry, Michael, Joseph and Jena; and five great-grandchildren. He was pre-cededin death by both parents and by his wife Grace who died on December 22, 1983. Funeral services will be held on Friday, June 12, 1998 at 2:00 p.m. at the VANGEN FUNERAL HOME in Rio, Wisconsin with Masonic services followed by a regular service officiated by Reverend C. Keith Epps.

Vangen Funeral Home Rio (920) 992-3434 Koaa in janesville, died on Paterson, 40, was convicted of growing marijuana and possessing pipe bombs and sentenced to four years in prison. But the 2nd District Court of Appeals on Wednesday threw out the convictions, saying police violated the Fourth Amendment in entering the home without a warrant and no good reason to search. The court rejected the argument of Assistant Attorney General Leonard Martin, who said police were just doing their job in checking out a possible burglary. The court, in overruling Racine County Circuit Judge Gerald Pta-cek, said lights going on and off and an unanswered phone at 5:30 p.m. aren't signs of criminal activity.

"A more reasonable deduction is that a person legitimately on the premises was simply moving from room to room," Judge Neal Nette-sheim wrote for the court "A person legitimately in the residence may be preoccupied or otherwise simply choose to not answer a call," he added, "Or, if a child is home alone, the child may have been instructed to not answer the telephone. "In short, the information provided by the neighbor did not present an overly worrisome situation." SAUK CITY Claire E. Mannon, age 68, of Sauk City, died on Wednesday, June 10, 1998 at her home. She was born in North Kingston, Rhode Island on June 12, 1929, the daughter of the late Robert and Mildred (Roberts) Thompson. She was united in marriage to Rodney L. Mannon on November 24, 1964.

The couple owned and operated the Du Drop Inn in Sauk City from 1977 until 1985, and Claire also did seasonal work for Sauk City Foods. He is survived by his wife Rosella of Janesville; two sons, Richard (Marge) Frank and Roger (Linda) Frank, both of Janesville; a daughter, Connie (Terry) Mitchell of Nebraska City, Nebraska; 15 grandchildren; 20 great-grandchildren, a great-great-grand-child; and a sister, Lena Soergel of Milton.

He was preceded in death by a son, Roy; his parents; five brothers, Arnold, Rudolph, Harry, Leo, and George; and two sisters, Martha and Marjorie. Interment will be in the Sauk City Cemetery. McGuire, David HIGHLAND David McGuire, age 70. of Highland, Wisconsin, passed away on Wednesday, June 10, 1998 at his home.

Dave was born on December 13, 1927 in Highland to Leo "Pickles" and Magdalene fMoore) McGuire. He was a 1945 graduate of the Highland High School. Dave worked with his parents and brother for many years in the McGuire Funeral Home. He also worked as a private nurse's aide caring for people in their homes. He was a lifelong member of St.

Philip's Catholic Church. Dave is survived by two sisters, Mary (Clayton) Gundlach of Mineral Point and Rosemary (Jerome) Laufenberg of Highland; two brothers. Harold fLeta) McGuire of Las Vegas, Nevada and Ronald (Betty) McGuire of Highland; a sister-in-law. Dolly McGuire of Highland; a brother-in-law. "With this cold weather, even riding from Fort Atkinson to Waukesha, this was great to get the blood circulating and work out the stiffness," said Tim Ross of Fort Atkinson.

Band. After serving in the Army during World War II, he taught band and chorus in the central Wisconsin communities of Almond, Amherst and Cobb. It was during that time that he met Dolores Olson, whom he married on May 31, 1947. Together, they moved to his mother's family farm in Avoca, near the Avoca Prairie and Marsh along the Wisconsin River. At various times he worked as a dispatcher for the State Patrol in Madison, as a copywriter for WRCO radio in Richland Center and at the Badger Ordnance Works in Baraboo.

But his main job was as a legal secretary for twenty years at the Larkin Brue Law Firm in Dodgeville. He also directed the Iowa County Homemakers Chorus for six years and instilled in all of his five children a love for music as well as a sense of curiosity about the world beyond the hills that surrounded their farm. In 1977, after the children had all left home, John and Dolores moved to Florida (because even the birds have enough sense to go south in the winter), but they decided the birds weren't always right. So thev returned to Wisconsin in 1984, living in Waupaca for a while, and eventually settling in Madison. John was always happiest when he was doing something with his family fishing, helping with science projects, going to band tournaments, playing duets on the piano and organ, or cheering on his children at a ball game.

And he loved words: he was an avid reader and took great delight in puns. He was preceded in death by his parents; and bv his son, Robert. He is survived by his wife, Dolores, of Cottage Grove; a daughter. Ellen (Phil Haslanger), of Madison (grandchildren Brian, Sarah, Michael and Julia); a daughter-in-law. Tammy, of Winter Haven.

Florida (grandchildren Christy and Jason); and sons, John H. (Susan) of Randolph, Massachusettes ARENA Lucinda C. Stewart, age 86, of Arena passed away on Wednesday, June 10, 1998 at her residence. She was born on March 4, 1912 in Keyesville, Wisconsin, the daughter of John and Margaret (Beaver) Grell. Lucina was married on October 1, 1930 to Henry Stewart.

She was a member of Saint John the Baptist Catholic Church in Mill Creek. Survivors include, four children. Babe (Ross) McElwee of Clyde, John (Lois) Stewart of Arena, Helen (Ralph) Slotty of Sauk City, and Virginia (John) Noble of Arena; 21 grandchildren, 40 greatgrandchildren, three great-greatgrandchildren, 21 foster children; two sisters, Ann McCauley of Reedsburg. Mary Christian of Richland Center, a brother-in-law, Nels Anderson of Edgerton; and a special friend, Ann Loy of Arena. She was preceded in death by her husband, Henry Stewart; four sisters, Esther Grell, Isabelle Berg, Emma Anderson, Alice Ringelstet-ter; a brother, Leonard Grell; a grandson, Dennis McElwee; two great grandsons, Gabe Williams and Mitchell Noble.

1998 at the Heritage Manor in Elroy. She was born on January 13, 1904 to Herb and Nellie Lampman at Elroy. She graduated from the Elroy High School in 1922. She was later united in marriage to George Hawkins. He preceded ner in death on May 22, 1972.

She has lived in Elroy all her life where she was a housewife and homemaker. She was a member of the United Methodist Church, former member of the Order of the Eastern Star and the Legion Auxiliary. She is survived bV her son. Herb (Eleanor) Hawkins of Visalia, California; three grandchildren, Steven, David (Keri) and Linda; and four greatgrandchildren, Stephanie, Timothy, vVilliam and Jenny. Funeral services will be held on Saturday.

She was preceded in death by her parents, her husband in 1993.
