She was born February 26. 1927 in Owen. Wis- By Sarah Wyatt Associated Press Instead of a special historical; project to document the Wisconsio-Works program, the governor may; need to resort to a time capsule-buried in his back yard. In an early round of Joint Ft-1 nance Committee hearings, the-members of the committee voted; Tuesday to withdraw the Histori-; cal Society program from Tommy Thompson's proposed; 1999-2001 budget Under the proposal, the society! would have permission to hire; three full-time employees to compile a historical record of Wiscon-; sin Works, or W-2, which replaced Aid to Families with Dependent! Children welfare program in 1997 The project, which was estimated to cost between and $400,000, would have been-largely funded with private money. I The governor's office re-; sponded with disappointment but! said it was still early in the budget' process.

"It's unfortunate that the Demo- crats played politics with this prr; posal," said Darrin Schmitz, the governor's press secretary. Opponents said they feared the; program could be politically! swayed by private donors. Addressing higher finance committee voted to in-! crease state aid to Wisconsin's; technical colleges by about 1 pec-cent each year, or $3.3 million over! the next two years. Technical colleges had hoped! for an increase of over 4 percent; each year, but no increase was in-" eluded in the governor's proposed! budget I "It's a positive outcome in the! sense that we got $3.3 million dot; lars over the biennium," said Patfl-Gabriel, executive director of the! Technical College District Boards; Associatioa "That will not stop an-erosion in the state's share of; funding for the technical college system." Several legislators argued that, technical colleges should get more-state funding because it would help provide skilled workers and lower the financial burden of tech-! nical colleges to property taxpay-; ers. Justice Continued from Page 1 been announced.

Construction of the Justice Center could begin in a matter of weeks, if the Building Commission and the city of Madison grant approvals. The proposal calls for a building with room for 660 employees and un-', derground parking for 230 cars. The state Law Library, now housed in the Capitol's East Wing, will move out of the Capitol for good. The state Supreme Court, soon moving temporarily out of the East Wing for continuing Capitol restoration, will eventually have its offices in the new Justice Center but return to its ceremonial chamber once restoration is complete. Other offices set to move into the Justice Center: the Legislative Reference Bureau, the chief; clerks of the Assembly and Sen- ate, the Senate Sergeant at Arms.
