"I guess it's a good indication of unemployment and the job," she said. She said the position was considered desirable, with an annual salary of $17,600. July unemployment in the JanesUle-Beloit metropolitan area was 12.7 percent. Advertisements for the positions were released Aug.

Waller County government reporter Rawhide Boys Ranch, New London, discriminates in employment on the basis of religion and marital status, the Dane County Contract Compliance Hearing Board decided Tuesday. The five-member board, including four members of the Dane County Board and the chairman of the Dane County Affirmative Action Commission, deliberated 75 minutes in private before ruling the ranch should be "debarred" as a contractor with the county.

Debarment means the county wont send boys to the ranch, a Christian-oriented treatment center for delinquents, ages 14 through 18. There are no Dane County boys there now. Hearing Board chairman Richard Wagner, 6th District supervisor from Madison, said evidence showed Rawhide did not comply with the county's affirmative action ordinances. The county does not contract with agencies that discriminate in hiring; it requires contractors to submit affirmative action plans if they receive $10,000 or more per year from the county and have 10 or more employees. Rawhide refused to file a plan and chose not to attend the hearing.

The ranch only hires Christians, and only single males are hired as live-in counselors. According to the ruling, the ranch discriminates by marital status because it does not consider married applicants for live-in counselor jobs. Richard Long has ordered that Ronald Knudson be reinstated at the rank of captain in the Beloit Police Department.

Long ruled that the Police and Fire Commission punished Knudson unreasonably when it demoted him to sergeant Dec. 15. Long vacated a three-day suspension without pay that the commission handed down and ordered that Knudson be given back pay representing the difference in ranks, about $2,100. The commission found Knudson guilty on three charges involving 11 counts of misconduct, but Long dismissed one of the charges as unfounded. He allowed to stand the remaining charges, failure to obey a direct order and filing a false statement.

Fox River chemicals cataloged Associated Press Two University of Wisconsin chemists who cataloged chemicals in the Fox River say the most common compound used by reporting industries along the river is rosin size. Rosin size is a mixture of resin acids papermakers use to give their product a smoother surface. John Sullivan and Joseph Delfino found high concentrations of dehydroabietic acid, the main ingredient of rosin size, on the river bottom. Although not toxic to humans, Sullivan said, jt does harm fish by coating their gills. Sullivan and Delfino have listed 825 chemicals likely to turn up in the discharges of 64 companies and six treatment plants along the river.

The inventory can tell analytical chemists what to look for when an environmental problem arises, Sullivan said. Left to drown, sailor rescued RACINE (AP) A man who was rescued Monday night from Lake Michigan by the Coast Guard said he was left adrift on a raft after his sailboat was sunk by a cabin cruiser about 15 miles off shore. Richard Cruezan of Kenosha told the Milwaukee Coast Guard he radioed for help when his 24-foot sailboat started sinking. Guardmen said Cruezan told them he had a raft, and that they told him to use flares to guide rescuers. About an hour later, he was picked up by a Coast Guard boat guided to the flares by a helicopter.

Coast Guard duty officer Walt Faria said the guard's Kenosha station received a telephone call from a man who sounded despondent and said he had been piloting the cruiser. "He did say he was drunk," Faria related. "This guy left the guy out there to drown." Walworth rail service may be cut CHICAGO (AP) The Regional Transportation Authority hopes to take over two Milwaukee Road commuter lines by Oct 1, but abandon service to Walworth, on one of them. Plans for the Chicago-Fox Lake and Chicago-Elgin lines were revealed at an RTA board meeting Monday. These included an agreement to give free passes on these lines to as many as 1,754 current and retired employees of the Milwaukee Road's freight service.

The RTA will lease track, yards and stations from the line for $620,000 annually. The cars and locomotives are publicly owned. The agreement, if approved as expected by the RTA board, would commit the authority to running the commuter lines until at least Dec. 31, 1984, and give it more time to study a long-term solution to the problems of Milwaukee Road service. The agreement also is subject to approval of U.S.

District Judge Thomas McMillen, who is handling the Milwaukee Road's financial reorganization proceedings. The RTA supervises public transportation in the six-county Chicago area.
