Man jailed in stabbing KENOSHA AP) A 19-year-old man was in custody in connection with a stabbing death this weekend, police said.

Richard Lundgren, 20, of Kenosha was stabbed in the chest late Friday. He died Saturday evening, police said. The two men were apparenty arguing outside a Kenosha tavern when the incident occurred. powerful conservation tool, says Nowak. Farmers may not be aware that their land is considered "highly erodible," says Nowak, but the absence of gullies or washed out areas doesn't mean erosion isn't occurring. Once eligibility is determined, county Extension offices will help landowners prepare a bid the annual rental fee request County Extension offices will receive work sheets in mid-February that farmers can use to estimate bids. By Marge Pelzmann UW Ag News Service The Conservation Reserve Program may be the best-kept secret to come out of Washington. In fact, the ink will barely be dry on some of the final rules by March 3, the beginning of the initial sign-up period for this voluntary program for landowners. The purpose of the Conservation Reserve Program part of the 1985 farm bill is to eventually retire 40 to 45 million acres of highly erodible cropland. Five million acres are targeted for retirement this year. Farmers who participate in the program will be quired to plant restorative vegetable cover, such as legumes, prairie grasses or trees.

Wisconsin's portion in 1986 is about 128,000 acres. Much of Wisconsin's highly-erodible land is in the southern part of the state, says Pete Nowak, soil and water conservation specialist with the UW-Extension Service. The conservation aspects of the program make it very different from the Soil Bank program of the 1950s, which removed acreage from production to reduce surpluses. "The CR program is not a commodity program," says Nowak. "It focuses on acres that have critical soil and water conservation problems." The U.S.

Department of Agriculture estimates the program will prevent the annual loss of up to 750 million tons of soil, a third of which empties into the nation's waterways. Yearly off-farm costs for dealing with sedimentation from soil erosion are estimated at more than $2 million. In addition, the USDA estimates that the amount of cropland retired will mean a reduction of about 60 million pounds of pesticides applied annually. An estimated 4 to 5 million acres of trees will be planted and the quality of wildlife habitat should improve, the USDA predicts. The program will benefit farmers, says Nowak.

Participants will receive yearly land rental fees set by bid selection for the 10 years of the contract agreement And, the USDA will pay for half the cost of establishing cover vegetation. "These critical (erodible) acres often have higher production costs and lower returns than other acres on the farm," he adds. "Retiring the acreage can solve some occasional problems, such as reseeding costs, washed off fertilizer and excessive machinery wear and tear." Participating Wisconsin farmers could be eligible for benefits from other state and federal programs, such as tax breaks and restructuring of loans. This piggybacking of programs makes the CR program a MILWAUKEE After settling for first runner up in last year's pageant, Bonnie J. He was a lifelong area resident and farmer and graduated from the University of Wisconsin Farm Short Course in 1916. Montford (Helen) Grob, age 64, of 4478 Windsor Road, Windsor, Wisconsin, passed away in a Madison Hospital on Sunday morning following a long illness. Mrs. Grob, formerly Helen Beatrice Keller was born in Middleton on November 23, 1921, to Jasper and Grace Keller. She was married to Montford Grob on September 26, 1939. They lived together in Cross Plains, Wisconsin and moved to Windsor in 1946.

She was a loving mother and grandmother. She was a member of Memorial Baptist Church of Verona, Wisconsin. Survivors Include her husband, Montford; a daughter, Mrs. Dean (Helen) Schleif of Madison; four sons, Douglas (Claudin) Grob and Kenneth Grob of DeForest, Stanley (Mary) Grob of Westport and Monty Grob of Brooklyn, Wisconsin; 12 grandchildren; and two sisters, Mrs. Mike (Evelyn) Steffenson of Madison and Mrs.

He was born in Madison on August 29, 1910. He served in the United States Navy during WWII. Before he retired, he was employed as a security officer at the Veteran's Hospital 'in Madison. He married the former Elizabeth W. Gronenthal on June 15, 1938.

He was an Inspector of Police in Madison until 1955, when he became the police chief at Mount Clemons, Michigan. For the past 13 years, he has lived in Florida. She was the former Kathleen Kislia born in Janesville on August 4, 1934, the daughter of Dale and Henrietta Kislia.
