JOYCE FUNERAL HOME, 5701 Odana Road, is in charge of ivi By Sunny Schubert Of The State Journal VERONA For a mayoral race where both candidates are pledging to retain Verona's "Hometown USA" flavor, the contest between incumbent Philip Salkin and challenger Art Cresson has proven surprisingly divisive. There have been charges of yard-sign vandalism, and Cresson so far has refused to appear at public forums with Salkin. Perceptions may help decide the election, since the candidates' stated goals for the city of 4,000 are remarkably similar. Salkin finished behind Cresson by about 120 votes out of almost 1,000 cast in the primary. He says he wants to be re-elected so he can continue to foster the long-range planning necessary if Verona is to grow without losing its small-town appeal "No one is going to stop Verona's growth, even if we wanted to.

What we must do is decide what direction that growth will take," Salkin says. "If Verona becomes a bedroom community where almost everyone works in Madison, taxes will rise; our sewer and water and school systems will be strained to the breaking point," he says. "My emphasis has been to attract commercial and industrial growth to balance our residential growth." Verona achieved $10 million in new growth last year, Salkin says, of which $2 million was commercial-industrial. The city's industrial park is the fastest growing in Dane County since the city put in a new access road, he says. It's that kind of cooperation between business and government that can make Verona a good place to live and work, Salkin says.

Industrial growth not only provides jobs, but it can help keep taxes down, he adds. "I'm a businessman," says Salkin, who heads an archaeological consulting firm, "and I look at Verona as a business. I don't want to waste money, but I know you have to invest in your business to keep it viable." Cresson echoes the mayor's pitch. "Our growth has been largely residential, and I would like to balance that with more commercial development in order for Verona to remain healthy and viable," he say But he's fearful of plans that call for spending tax dollars or worse, borrowing money to attract business. "In my estimation, taxes are high enough," Cresson says.

"Another thing that's bothering me is how much money the city has been borrowing for things like the library addition, the road to the industrial park." But while he says he would like to explore ways to slow the city's bor- Five arrested Five people were arrested on dis-. orderly conduct charges early Wednesday after chaining themselves to the door of the Federal Building in Downtown Madison to protest U.S. involvement in Central America.
