The committee will meet Sept. 15 with the county finance committee to discuss possible pur chase of the Harloff property, which is being considered for expansion of the fairgrounds. To Ask Referendum The committee will present the appropriation request to the Coun ty Board next month and will ask for a public referendum over the matter this fall. The appropriation would finance pro posed building construction. The committee at a previous meeting said there is a need for larger stock pavilions, milk parlors, and living quarters.

It was also asked that a tax-rate be imposed to help finance the county fairground, which the committee said is now a "million-dollar" project. A study will be made to determine if the rate could be similar to the .20 mill rate imposed for the upkeep of the county's parks. County Clerk Otto Festge said he will take this request to the Wisconsin County Board Assn. convention at Manitowoc for further study. He said the Legislature is more likely to favor the transfer of the fair to this county if other counties besides Dane are behind the move.

City Offers Option Some committee members dis approved of the plan to purchase 76,000 acres of the Harloff property now under option of the city of Madison. The city, which loses its option Oct. 15, has agreed to present it to the county on condition that Madison be allowed to continue to use the site for a dump for "a maximum of five years. The site has been offered to the county for $81,000. The committee Monday night also recommended the appropriation of $1,600 for construction of concrete bleacher aprons and $640 for four gas heaters which will be installed in the south wing of the boys' dormitory.
