Public Too Slow in Tornado Move, Weathermen Say KANSAS CITY (P) "Slowness of public reaction to tornado warnings was the biggest contributor by far" to the high fatality rate in the storms that swept the upper Midwest last Sunday, a top weather bureau expert reported Friday. The statement was made at a news conference by Paul H. Kutschenreuter of Washington, head of a team of weather experts that toured the stricken areas.

Kutschenreuter is deputy director of national meteorological services. He said he was told that in Elkhart county, Indiana, where 50 were killed, none of the bodies were found in basements the refuge from tornadoes recommended by the weather bureau in the absence of a storm shelter. Kutschenreuter said he was told by the sheriff of Elkhart county that nobody who took shelter in a basement was killed. Members of the study team said they had learned of instances of delay in the broadcast of warnings last Sunday because of staff reductions for the weekend at radio and TV stations. They noted that some smaller stations may have only one man on duty onl Sundays, and he may have duties to perform some distance from the teletype printer on which warnings are received.

Kutschenreuter said the weather bureau will seek better ways to alert the staffs of radio and TV staions at all hours. But he said the team had found no specific evidence that a delay in the broadcast of a warning had resulted in death or injury. WHO Fix-up! Complete Miscellaneous 01 Services FENCIN or home. THOMAS HEATING SERVICE 222-5660 4116 Monona Dr. La Crosse Fire Destroys Radio and TV Stations LA CROSSE (UPI -Fire believed started in a second floor studio caused an estimated 000 damage Friday, destroying the studios of radio station WKBH and television station WKBT. The radio station went on the air at 7:20 a.m., 80 minutes later than usual, from the studios of competing station WLCX.

Paul Morsch, news director of the television station, said the station would be off the air for several days. The blaze broke out at 3:25 a.m. and raced out of control for nearly three hours. The exact cause of the fire was not known. A WLCX spokesman said it offered its facilities to WKBH because of the heavy Mississippi river flooding.

He said the two stations would combine news staffs. The building is not in the flooded area. The television station is the only one in this city of 50.000.
